Description :

Mercosur or Mercosul (Spanish: Mercado Común del Sur, Portuguese: Mercado Comum do Sul, Guarani: Ñemby Ñemuha, in English: “Southern Common Market”) is a sub-regional bloc.

Its full members are Argentina, Brazil, Paraguay, Uruguay and Venezuela. Its associate countries are Bolivia, Chile, Peru, Colombia, Ecuador and Suriname. And, Observer countries are New Zealand and Mexico.

Its purpose is to promote free trade and the fluid movement of goods, people, and currency. The official languages are Spanish, Portuguese and Guarani. It has been updated, amended, and changed many times since. It is now a full customs union and a trading bloc. Mercosur and the Andean Community of Nations are customs unions that are components of a continuing process of South American integration connected to the Union of South American Nations.

Geography :

The territory of Mercosur consists of the combined territories of five of the 12 countries of South America and their population. Including the overseas territories of member states, Mercosur experiences most types of climate from Antarctic to tropical, rendering meteorological averages for Mercosur as a whole meaningless. The majority of the population lives in areas with a subtropical climate (Uruguay, Southern Paraguay, Northeastern Argentina and Southern and Southeastern Brazil), or a tropical climate (Venezuela and Northeastern Brazil).

Merchandise Trade :

Intra-Mercosur merchandise trade (excluding Venezuela) grew from US$10 billion at the inception of the trade bloc in 1991, to US$88 billion in 2010; Brazil and Argentina each accounted for 43% of this total. The trade balance within the bloc has historically been tilted toward Brazil, which recorded an intra-Mercosur balance of over US$5 billion in 2010. Trade within Mercosur amounted to only 16% of the four countries' total merchandise trade in 2010, however; trade with the European Union (20%), China (14%), and the United States (11%) was of comparable importance. Exports from the bloc are highly diversified, and include a variety of agricultural, industrial, and energy goods. Merchandise trade with the rest of the world in 2010 resulted in a surplus for Mercosur of nearly US$7 billion; trade in services, however, was in deficit by over US$28 billion. The EU and China maintained a nearly balanced merchandise trade with Mercosur in 2010, while the United States reaped a surplus of over US$14 billion; Mercosur, in turn, earned significant surpluses (over US$4 billion each in 2010) in its trade with Chile and Venezuela. The latter became a full member in 2012.

Enriqueta Compte y Riqué (Barcelona, December 31st, 1866 - Montevideo, October 18th, 1949), Uruguayan teacher born in Spain, founder of the first kindergarten of South America in 1892 and famous for having contributed decisively to teaching preschool in Uruguay and Latin America.

Biography :

Daughter of Catalan parents, Enriqueta Compte and Riqué emigrate to Uruguay with his family while still a child.

Despite his myopia, Compte manages to overcome his problem and is dedicated to studying teaching, graduating with only 19 years as a first grade teacher and in 1886 as Senior Master.

In 1887 he was appointed sub-director of the Normal Institute for Women, and during that same year he traveled to Europe on official mission, sent by the government Máximo Tajes to specialize in preschool education. He had entrusted internalize the teachings of Friedrich Froebel, that is why she visit Belgium, Germany, Holland, France and Suiza. She returns from this trip in September 1890. As a result of this trip produced a report which stated: "the hope of realizing in the Republic, the creation of these establishments, as close as possible to the ideal of Froebel, and incorporating public organization of Primary Education."

He published in magazines and books in children between 3 and 6 years old. With psychological and pedagogical methods, their work will be inclined to study children respecting their individuality and personal learning ability.

It was the forerunner of secular education based on social inequalities and overcoming prejudices and obstacles that, in its opinion, were detrimental to the student, but especially for the child as a human being who does not deserve to be marked by a world disparities full of goals and possibilities.

Description :

The Lighthouse of "Cerro de Montevideo" is located in Fortress "General Artigas" in the "Cerro" neighborhood, of Montevideo, the Capital city of Uruguay.

The lighthouse has a height of 148 meters, which allows the entrance to the port of Montevideo in a more safe way.

It has a height of 8 meters and a beam range of 19.2 nautical miles.

History :

In September 1799, the Spanish Court decides to install a lighthouse on the Hill of Montevideo.

It was inaugurated and illuminated for the first time on April 4, 1802. It is a circular masonry tower with a dome and a building at the foot. Then, in 1942 the lighting system was electrified, replacing lamps of steam of kerosene by an incandescent lamp of 1500 W of power.

Description :

The Patria Gaucha Festival is an event held annually in the city of Tacuarembó, Uruguay since 1987, on the grounds of the Laguna de las Lavanderas.

The event is held every year, with duration of five days in March, unlike the early years that was held in February. Among the many activities that take place in the week of the festival, we can highlight rodeos, music stages with various artists from different genres, both national and international, competition between nativist societies and a parade with typical costumes where hundreds of people are involved.

Competition :

During the development of the various events, companies teams called Criollas, are housed in areas called "Fogones" that are built by themselves responding to a chosen topic.

To highlight the figure of the horse, it is of great importance in the competition the events in the “Ruedo”, where various activities are performed such as: shooting tie, boleadoras, rodeos, and others.

The party usually develops around the Criollas Societies, and there, a number of activities and competitions where each Society participates with the aim of adding more points, access the jackpot, and being elected as the best in the event is held.

Description:

The Duarti Americominella (Americominella duarti) is a sea snails, marine gastropod mollusks in the family Buccinidae.

It is a deep water species (below 200m in Rio de la Plata), endemic to the Southwest Atlantic and associated with cold water (sub-Antarctic). It stands for the development of a thick organic layer of protective shell that in this species forms a thorn-like structure.

This Species is dedicated to Don Eliseo Duarte (1896-1987), an active promoter of the Malacological Society of Uruguay and contributor to the National Museum of Natural History in Montevideo.

Description:

The San Martin redbelly toad (Melanophryniscus sanmartini) is a species of toad in the family Bufonidae. It is found in Uruguay and southernmost Brazil (Rio Grande do Sul). Its natural habitats are grasslands and rocky outcrops. Reproduction takes place in small streams. It is threatened by habitat loss caused by exotic tree plantations.

Known only from three localities in Uruguay the type locality (Departamento Lavalleja), the Cerro de Animas (Departamento de Maldonado) and Departamento de Rivera, Uruguay; also reported from Pedras Altas and Pinheiro Machado, in Rio Grande do Sul, Brazil.

Female: 23-26 mm, Male: 19-22 mm. Dorsum dark brown (generally with light brown blotches). Belly and chest black with ocher blotches and a conspicuous reddish orange band under the thighs. Throat and gular region uniformly black, with a light spot on the chin.

These toads are explosive breeders (after heavy rains), and reproductive activity takes place between April to November.

Description:

The Scarlet-headed blackbird (Amblyramphus holosericeus) is an icterid bird of southern South American wetlands.

This species is about 24 cm long. The bill is oddly shaped: long, slender, and very sharp, looking almost upturned. Adults of both sexes are described by their name. Juveniles have entirely black plumage; orange-red feathers first appear on their breast and throat, later spreading to the neck, head, and thighs. The song is given as "loud, clear, and melodic, a ringing 'cleer-cleer-clur, clulululu'." Calls are simpler but have a similar quality.

Scarlet-headed blackbirds occur in pairs in large reed beds in southern Brazil, Paraguay, Uruguay, and northeastern Argentina; Bolivia has an isolated population at altitudes up to about 600 m. They often perch conspicuously on top of stems. They are uncommon, particularly away from the coast.

They eat mainly fruit, supplementing it with seeds and invertebrates, especially insects. They use their bill as a hammer to open food items.

Scarlet-headed blackbirds are monogamous, and territories are grouped together. The nest is an open cup placed in the crotch of a shrub or woven into vegetation, in which they lay two eggs.

A brief description of the Most Popular Topics of this Release are: Clearly Cristianism or Catholicism, and in particular the Institute inside the Catolic Church named Society of St. Francis de Sales founded by Saint John Bosco, whose 200th Anniversary is honoured with this issue.

The Salesians of Don Bosco (or the Salesian Society, officially named the Society of St. Francis de Sales) is a Roman Catholic religious institute founded in the late nineteenth century by Saint John Bosco to help poor children during the Industrial Revolution. The Salesians' charter describes the society's mission as "the Christian perfection of its associates obtained by the exercise of spiritual and corporal works of charity towards the young, especially the poor, and the education of boys to the priesthood".The institute is named after Francis de Sales, an early-modern bishop from Geneva.

St. John Bosco, in Italian: Giovanni Melchiorre Bosco, born on August 16th of 1815 and passed away on January 31st of 1888, popularly known as Don Bosco, was an Italian Roman Catholic priest of the Latin Church, educator and writer of the 19th century. While working in Turin, where the population suffered many of the effects of industrialization and urbanization, he dedicated his life to the betterment and education of street children, juvenile delinquents, and other disadvantaged youth. He developed teaching methods based on love rather than punishment, a method that became known as the Salesian Preventive System. A follower of the spirituality and philosophy of Saint Francis de Sales, Bosco dedicated his works to him when he founded the Salesians of Don Bosco, based in Turin. Together with Maria Domenica Mazzarello, he founded the Institute of the Daughters of Mary Help of Christians, a religious congregation of nuns dedicated to the care and education of poor girls.

In 1876 Bosco founded a movement of laity, the Association of Salesian Cooperators, with the same educational mission to the poor. In 1875 he began to publish the Salesian Bulletin. The Bulletin has remained in continuous publication, and is currently published in 50 different editions and 30 languages.

Bosco established a network of organizations and centres to carry on his work. Following his beatification in 1929, he was canonized as a saint in the Roman Catholic Church by Pope Pius XI in 1934.

Finally, surrounding the Personality of  José Artigas some Topics arises. The first that cames to our mind is History, in particular the History of Southamerica, focus on the Emancipation of Southamerica, or the Liberty of Southamerica, or the Spanish American wars of independence, as José Gervasio Artigas was one of the most notorious figures of that Emancipation. Also the Ideologies associated with him, as Federalism and Liberalism, even a last one centred on his figure called Artiguism, are clearly represented in this stamp. A brief description of the Most Popular Topics of this Release are: Painters, in particular the Uruguayan Painters, and among them, the ones selected this year for this annual issue of National Painters, that are: Federico Sáez and Anhelo Hernandez.  Also undoubtely Art Topic is included too, in particular Paintings and Uruguayan Paintings, and also Art Noveau, as both Artist could be included in that category.

Carlos Federico Sáez (14 November 1878, Mercedes - 4 January 1901, Montevideo) was an Artist from Uruguay. He was born into a wealthy family in the city of Mercedes in western Uruguay. By the age of 13 he was producing outstanding paintings and drawings. In 1891 he moved to Montevideo to study with the painter Juan Franzi. The well-known painter Juan Manuel Blanes recommended that Sáez go to study in Italy, which was a fairly common practice for wealthy young artists in Uruguay at that time. The national government provided him with an art scholarship at just 14 years of age. He spent the next seven years in Rome. He entered the Academy of Fine Arts in 1893, but was interested in new artistic movements such as the Macchiaioli and Art Nouveau. In 1896 he set up his own atelier in the Via Margutta, offering a number of shows. In 1900 he fell ill and returned to Montevideo where he died shortly after at the age of 22.

Sáez painted mainly Portraits. His work is characterised by Loose Brush Strokes that still convey a Realistic Precision. While he was in Italy he painted a number of portraits where the canvas is left visible - a technique used in Abstract Art, and which was not seen elsewhere until 1910. In his short career he produced more than 70 oil paintings and 100 drawings. He is considered one of the principal Uruguayan artists and the first to produce truly modern art.

Anhelo Hernández Ríos (Montevideo, Uruguay, 1922-2010) Artist, Researcher and Professor of Uruguay. He was born on November 21, 1922. Between 1935 and 1941, he studied sculpture and drawing with Alberto Savio, a disciple of Aristide Maillol. In 1941, he entered the School of Applied Arts and studied with Antonio Pena, Edmundo Pratto and F. Moller De Berg. In 1942 he became a student of the newly formed National School of Fine Arts and attended the workshop of the sculptor Severino Pose. In late 1942 he joined the workshop of Joaquín Torres García, of which it was part until the master's death in 1949. In 1969 he won on a competitive grant from the Union of Artists of Uruguay to study and work at the School of Art Berlin where his mentor was Professor Arno Mohr. 

Then, looking more at the desing of the Issue, each Stamp shows a Painting of each of the Artist, and the Topics that appears in each one are very different. In the first stamp, the Painting "El Chal Rojo", that in English means "The Red Shawl", shows a Portrait of a wealthy young lady wearing that Clothing Adornment, the Shawl, that give the name to the Painting.

The second Painting is called "Eros and Psique", in which, although the representation is quite Abstract, it main elements is a barely Nude Androgynous Couple Hugging and probably Kissing, surrounded by a kind of Constructions that reminds a Suburb.

Finally, a few more Topics could be add, as Paintbrush, and Palette, because of the icons that shows the ink colours used in the printing of the Block, and also Sun, Astronomy, Maps, and Maps of Uruguay as they appear in the FDC Cancelation.

Topic Description:

Basketball is a Sport played by two teams of five players on a rectangular court. The objective is to shoot a ball through a hoop 18 inches (46 cm) in diameter and 10 feet (3.048 m) high mounted to a backboard at each end.

A team can score a field goal by shooting the ball through the basket during regular play. A field goal scores three points for the shooting team if the player shoots from behind the three-point line, and two points if shot from in front of the line. A team can also score via free throws, which are worth one point, after the other team was assessed with certain fouls. The team with the most points at the end of the game wins, but additional time (overtime) is issued when the score is tied at the end of regulation. The ball can be advanced on the court by bouncing it while walking or running or throwing it to a teammate. It is a violation to lift or drag one's pivot foot without dribbling the ball, to carry it, or to hold the ball with both hands then resume dribbling.

As well as many techniques for shooting, passing, dribbling and rebounding, basketball teams generally have player positions and offensive and defensive structures (player positioning). Traditionally, the tallest and strongest members of a team are called a center or power forward, while slightly shorter and more agile players are called small forward, and the shortest players or those who possess the best ball handling skills are called a point guard or shooting guard.

Brief Description of Releases:

Only a few Releases on Basketball Sport Topic were released by the Uruguayan Post Office, in the period studied by this publication that is Years 2010 to 2015, being precisely, only Five Releases were issued until now, being only Two of them, with Basketball Sport as Main Topic, then having One a Major Reference in the Design, and the other Two having a Minor Reference in the Design.

The First Uruguayan Release related to the Basketball Sport Topic in the period studied was issued on September 1st of 2010, and was about the Centenary of Sporting Club, a Sport Club who is most known by his Basketball Team.

Then, the following release was issued on March 30th of 2012 and it was about XXX Olympic Games in London 2012 showing a Minor Reference to Basketball only in the Full Sheet of the Release.

Later, on May 5th of 2014 another Minor Reference was seen on a release about the Centenary of the University League.

Finally the two Releases in which Basketball was the Main Topic, came in in year 2015, the first one in March 18th of 2015, this time sharing Main Topic with Volleyball, as this release celebrated the Centenary of Basketball and Volleyball Federations, and then on April 7th of 2015 a Special Cancelation was issued to commemorate the Centenary of Basketball Federation.
