Issue:

As Main Topic: The Personality of José Gervasio Artigas is clearly the main topic of the stamp, as it will be of the whole stamps of this permanent serie that will commemorate the 250th Anniversary of his Birth. The personality of José Artigas could be included in wider ones as Uruguayan Personalities, Uruguayan Militars, and of course in one dedicated to National Heroes.

Then, surrounding the main topic, could be found the followings: The first that cames to our mind is History, in particular the History of Southamerica, focus on the Emancipation of Southamerica, or the Liberty of Southamerica, or the Spanish American wars of independence, as José Gervasio Artigas was one of the most notorious figures of that Emancipation. Also the Ideologies associated with him, as Federalism and Liberalism, even a last one centred on his figure called Artiguism, are clearly represented in this stamp. Finally, by his great labour in the Uruguayan Army, Militaria is another topic directly associated with this issue.

Now, regarding the desing of the stamp: It is clear that two topics emerges. The more clear one is the Portrait type of Painting Art, as all the stamps from the Permanent Serie will have the portrait with a Close-up of the Face of José Gervasio Artigas performed by the Artist Miguel Angel Tuala, based in the work "Artigas en la Ciudadela", an Oil Painting of one of the most worldwide known Uruguayan Painters as it is Juan Manual Blanes, accompanied by a quotation from him, so Quotations could be another topic too.

The differences between the stamps of this Permanent serie will be: the facial value, the colour in which the portrait of Artigas and Quotation is presented, and also the quotation selected for each stamp. In this case the facial value is 15 + 2 UYP as it is a Semi-postal stamp or a Charity Stamp, so it facial value is 15 UYP and it cost 17 UYP, then the colour is light Blue, and the Quotation is "Con libertad ni ofendo ni temo", that could be translated in english to: "With freedom, neither I offend, nor I fear".

"Con libertad ni ofendo ni temo"  it is a Legend contained in the Coat of arms sent by José Gervasio Artigas design for the Eastern Province in 1815. Often the statement is cited as the National Motto of Uruguay, although officially it is not.

The design of this stamp also differs from the others of the Permanent Serie, in the inclusion of simple Drawing of a couple of Children, one male and one female, and the Legend "Escuela Horizonte", that is the School that will receive the 2 UYP added value of this Stamp.

The "Escuela Horizonte" is a Special School, dedicated to the Care of children and youths with Cerebral Paralysis in their most compromised levels. 

Finally, in a more symbolic way: The selection of this particular one of the Artigas Quotations, reinforces the Topics Freedom.


Block:

The block: It neither add any other topic, nor reinforce existing ones, as it only shows the inks used in printing the block, and it not use any icon for this.


FDC:

The desing of the First Day Cancelation: this time changes and not show the Map of Uruguay and the Date of Issue of the Release inside it, as it is happening with all the permanent series since 2012, and as this one is also a Semi-Postal Stamp in benefit of the "Escuela Horizonte", it repeats the design of the couple of Children done in th Stamp with the legend "Escuela Horizonte" and "$15 + $2" to reinforces the category of Semi-Postal Stamp or Charity Stamp in which this release is included.
