A brief description of the Most Popular Topics of this Release are: Philatelic Exhibitions, from Wider Philately or Exhibitions, and in particular Thematic Stamp Exhibitions, or URUTEMS, as the release celebrates the 2015 Edition of URUTEM.

URUTEM 2015 took place from September 2nd to September 4th on Montevideo, and in it, there were shown Thematic Collections from Brazilian and Uruguayan Philatelists.

Now, looking more at the desing of this Special Postmark, as besides presenting URUTEM 2015, it also celebrates the Centenary of the Neon Lights, other Topics appears, as: Technology, Light, Electricity, Chemistry, and Noble Gases.

Finally, the choice of Stamps for this Special Postmark was with the intention to reinforce Philately Topic, so a release of 2005 about another URUTEM Philatelic Exhibition was selected, which add the Topics: Architecture, and Trees, and then a Stamp celebrating the 150 Years of the Uruguayan Stamps from 2006 that adds the following Topics: Stamps over Stamps, Sun, Sun of May, Horses from a wider Animals, and Stagecoach from a wider Transport.

A brief description of the Most Popular Topics of this Release are: Clearly Science and Technology, perhaps focused on Chemistry in particular, are the Main Topic of this Release, as it commemorates the 50th Anniversary of the Uruguayan Technological Laboratory, commonly known by it initals LATU, an Organization created in 1965 as a joint effort of the Government and the private sector.

LATU Mission is to promote the Sustainable Development of the country and its International Insertion through Innovation and Transfer of Value Solutions in Analytical, Metrological, Technological and Management Services, and Conformity Assessment in accordance with Applicable Regulations. So, because of this Laboratory Mission, and for the Activities in which the Lab is known to apply more, the release could fit in Quality Assurance and Measurement Systems Topics too.

Then, the desing of the Issue is clearly focused in Chemical and Physical Experiments, as it shows a common Lab Scene, with a Hand wearing Rubber Gloves, and executing some Experiment with a Syringe, putting or extracting some yellow Liquid Substance in different Bottles.

The design of the Stamp is completted with the Arrow that takes part of the LATU Logotype.

Brief Description:

A brief description of the Most Popular Topics of this Release are: Information, Computers, and Communication, and perhaps also a wider Technology. Then, in particular the International Telecommunication Union, previously named International Telegraph Union, and known by it Initials  ITU or in Spanish and French  UIT, that is a Specialized Agency of the United Nations (UN), that is Responsible for issues that concern Information and Communication Technologies, as this release celebrates it 150 Years since it formation.

The ITU coordinates the shared global use of the Radio spectrum, promotes international cooperation in assigning Satellite orbits, works to improve Telecommunication infrastructure in the developing world, and assists in the development and coordination of Worldwide Technical Standards. The ITU is active in areas including Broadband Internet, latest-generation Wireless Technologies, Aeronautical and Maritime Navigation, Radio Astronomy, Satellite-Based Meteorology, convergence in fixed-mobile Phone, Internet Access, Data, voice, TV broadcasting, and next-generation networks.

ITU also organizes Worldwide and Regional exhibitions and Forums, such as ITU TELECOM WORLD, bringing together representatives of government and the telecommunications and ICT industry to exchange ideas, knowledge and technology.

ITU, based in Geneva, Switzerland, is a member of the United Nations Development Group. ITU has been an intergovernmental public-private partnership organization since its inception. Its membership includes 193 Member States and around 700 public and private sector companies as well as international and regional telecommunication entities, known as Sector Members and Associates, which undertake most of the work of each Sector.

Then, looking more at the desing of the Issue, the foucus is put in the Topic Satellites, as it present the First Uruguayan made Satellite, the AntelSat, that is the result of  a Multidisciplinary Project by Uruguay’s public University School of Engineering and Antel (the Public Telecommunications Company). The aim of the project was to the develop technical capabilities locally trough the design, construction, and operation in orbit of an experimental CubeSat Class Satellite. The project started in 2011 and the satellite was launched on June 19, 2014.

Finally, other Topics that could be identified are: Maps and Geograpy, in particular Earth Globe; Also Astronomy and Space, as Planet Earth and Sun appears in the desing; Antennas too, as there are included in the colour proof icons; And even Thunderbolt or Electricity as is is seen in the ITU Logotype.
