This block of a single stamp was issued in commemoration of the 25th U.P.U. Congress that was taking place in Doha, the capital city of Qatar, at the day of it issue, as the congress extrends from September 24th, to October 15th, of 2012..

In the congress took part over 1.500 participants, from the 192 countries members of U.P.U.

The topic for this Congress was: "New world, new strategy", that refers to the great changes in the current postal industry, and the needs of the post office from all the world to adapt to this new scenario. In our digital era, from one side much of the traditional mail is replaced by email, however, in from the other side, digital communications expanded commercial activity which generates more traditional mail needs.

The main result of the Congress was a request from it to the goverments of the 192 countries that integrate that union that adopt the "Postal Strategy of Doha", and define a postal service map for the next four years, that result in the improvement of it quality.

This congress of U.P.U. are held periodically every four years. The first of them took place in Bern, Switzerland, in 1874, and previously to the once commemorated in this issue, was also located in Switzerland, however, not in Bern, it was held by the city of Geneva.

The Universal Postal Union (UPU, French: Union postale universelle) is a specialized agency of the United Nations that coordinates postal policies among member nations, in addition to the worldwide postal system..

The UPU’s headquarters are located in Bern, Switzerland.

Prior to the establishment of the UPU, each country had to prepare a separate postal treaty with other nations it wished to carry international mail to or from. To simplify the complexity of this system, the United States called for an International Postal Congress in 1863. This led Heinrich von Stephan, Royal Prussian and later German Minister for Posts, to found the Universal Postal Union.

The UPU was created in 1874, initially under the name "General Postal Union", as a result of the Treaty of Bern signed on October 9, 1874. Four years later, the name was changed to "Universal Postal Union".

After the foundation of the United Nations, the UPU became a specialized agency of the UN in 1948.

As usual in stamps related with U.P.U., there is the logo of U.P.U., or more precisely a mix of both offical logos or flags. This mix is composed by the classic five people of different cultures giving envelopes one to each other around a sphere that symbolizes the world, surrounded by what it seems to be a laurel crown.

However, the main object in the stamp is a representation of the Fanar, the largest mosque in Qatar, and a prominent landmark of Doha.

Also interesting from this building is that his name "Fanar" means lighthouse. And it seeks as it, to bring light, to show to the humanity the commandments and traditions of islamic religion.

Although that almost all the building is represented by a compositions of envelopes, the minaret of the mosque is shown exaclty as it is, and over a beautiful yellow full moon, in a full of star night sky.

The design of the stamp is completed with the names of Fanar, Doha, and Qatar, both in spanish and Arabic languages. This need confirmation, for Doha and Qatar seems clear, however, for Fanar, the translation difer. Another interesting issue about this, is the right to left orientation of Arabic language it could be seen in the "Doha - Qatar" segment.

Finally, there is what it seems to be a printing error, shown as a black line by the 'Y' letter of Uruguay. There is not a variation in one stamp as it is seen in all stamps known, however, it is not understood it appearence in the aesthetic of the stamp.


Block:

The design of the block adds the image of the Clock Tower, another landmark of Doha, the capital of Qatar.

The Clock Tower is located next to the Grand Mosque, this old clock tower features Arabic numerals on its face, and as is located on a hill, offers some wonderful views of the Corniche.

The design of the block is completed with the logo of the uruguayan post office, with his rising sun over waters.


FDC:

For this issue a special cover was made, using the same representation that is shown in the stamp, of Fanar grand mosque, with his building made of envelopes.

Then the Cancelation of the FDC includes in his design the "Qatar National Convention Centre", the builiding where the U.P.U. Congress took place.

The "Qatar National Convention Centre", was inaugurated on 2012, just a few month before the U.P.U. congress started.

And interesting aspect of the design of this convention centre is the impressive façade inspired by the branches of the Sidra tree.

The Sidra tree was traditionally the meeting place for Qatari scholars and poets.

This serie of 2 stamps is the periodical joint issue of the countries that form the Mercosur.

This organization is an economic and political agreement between the countries of Argentina, Brazil, Paraguay, Uruguay, and Venezuela.

It was founded in 1991 by the Treaty of Asunción, which was later amended and updated by the 1994 Treaty of Ouro Preto.

The original composition of this group was Argentina, Brazil, Paraguay, Uruguay. Later, many other countries of Southamerica, Bolivia, Chile, Colombia, Ecuador, Perú, and Venezuela joined the group as Associate Members, and also Mexico and New Zealand joined Mercosur as Observers.

In recent events, after impeachment of the president of Paraguay "Fernando Lugo", this country was suspended in the Mercosur, and Venezuela joined the group as full member.

Each year a topic is selected, and the post offices of the members of the group issue a serie with this theme. This year the topic selected was "Alternative Energies".

Alternative Energies are considered the ones that are produced without the underisable consequences of burning of fossil fuels. However, sometimes it is also excluded from this kind energies the nuclear energy as a way to focus in less risky energies.

Then, in a deep look in the stamp, you can find the Crux, or Southen Cross constelation, as the logo for the Mercosur.

The Crux, is a well known constelation of the southern hemisphere, located near the Centaurus and the Musca.

Also The Crux, as an astronomical item in the sky, was used as a navigational aids, because following the line of the great stick of the cross, the line determined by stars Acrux y Gacrux, you find the Southern Celestial Pole..

Finally, four more topics can be spotted in the design of both stamps, one is plants, or vegetal kindom, also beneath this topic, flowers, then, as in both design we see cultivated fields, agronomy is a topic for the stamp too, and the forth topic it is not related with the previous, and is the hand, as a part of the human body.


Stamp 1:

The main topic of the first stamp of the issue is the use of the bagasse of the Sugarcane (Saccharum officinarum) in the production of electric energy.

Sugarcane, or Sugar cane, is any of six to 37 species (depending on which taxonomic system is used) of tall perennial true grasses of the genus Saccharum, tribe Andropogoneae.

Sugarcane belongs to the grass family (Poaceae), an economically important seed plant family that includes maize, wheat, rice, and sorghum and many forage crops.

The world demand for sugar is the primary driver of sugarcane agriculture.

Then, for representing electric energy, a transmission tower, or electricity pylon, with a kind of electric ray or discharge, is shown.


Stamp 2:

The main topic of the second stamp of the issue is the use of the seeds of Sunflower (Helianthus annuus) in the production of biodiesel.

Sunflower is an annual plant native to the Americas. It possesses a large inflorescence (flowering head). The sunflower is named after its huge, fiery blooms, whose shape and image are often used to depict the sun..

From the Americas, sunflower seeds were brought to Europe in the 16th century, where, along with sunflower oil, they became a widespread cooking ingredient.

In recent times, on late seventies of the twenty century, Sunflower seeds started to be used for the production of Biodiesel.

Biodiesel refers to a vegetable oil- or animal fat-based diesel fuel consisting of long-chain alkyl (methyl, propyl or ethyl) esters. Biodiesel is typically made by chemically reacting lipids (e.g., vegetable oil, animal fat (tallow[1][2])) with an alcohol producing fatty acid esters.

In the design of the stamp you can see a sunflower in the foreground, there you can see the particular pattern of florets in it. This pattern was proposed by H. Vogel in 1979, that find a description for it expressed in polar coordinates.

The sunflower also is the national flower of Ukraine, it is also used as a symbol of Green Ideology, and for Veganism.

Finally, to represent biodiesel, a gasoline pump is shown, with a drop falling from it.


FDC:

The Cancelation of the FDC includes in his design only two kids, one boy and one girl, with the flower of Sunflower and Sugarcan in his hands.

This serie of 2 stamps is the periodical joint issue of the countries that form the "Union Postal de las Américas, España, y Portugal (UPAEP)", that in english means "Postal Union of the Americas, Spain and Portugal.

This organization is a is an association of the postal authorities of the following countries: Argentina, Aruba, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Netherlands Antilles, Nicaragua, Panama, Paraguay, Peru, Portugal, Spain, Surinam, United States of America, Uruguay, and Venezuela.

It was founded in 1911, following the initiative of Francisco García y Santos, that was the director of the uruguayan post office at that time.

At first time it was named "Unión de los Correos Sudamericanos", and used this name until 1921 when it changes it names to "Unión Postal Panamericana", then in 1931 switches again to "Unión Postal de las Américas y España", and finally in 1990 get the actual name when Portugal was included.

Although most of the members issue stamps on each year, some of them are not issuing today. Examples of them are Canada that never did it, Mexico that stopped to issue since 1995, and Venezuela that stopped in 1999.

Each year a topic is selected, and the members of the union issue a serie with this theme. This year the topic selected was "Myths and Legends".

For this year, uruguayan post office has selected two Legends: "El negrito del pastoreo", that could be translated in english to "The african shepherd child", in the version narrated by uruguayan writter and poet Serafin García. And "La Flor de Ceibo", that in english means: "the flower of the Cockspur Coral Tree (Erythrina crista-galli), as told by uruguayan poet and dramaturgist Fernán Silva Valdés.

Both legends are shown in the stamps by paintings of the uruguayan plastic artist Silvia Segundo.

And in the paintings of both stamps, many Trees, Flowers, and Grass, are shown from the vegetary kindom, and the animal kindom is also represented with birds in both stamps, and other animals in only one of the stamps.


Stamp 1:

The main topic of the first stamp of the issue is the Legend: "El negrito del pastoreo", that could be translated in english to "The african shepherd child", in the version narrated by uruguayan writter and poet Serafin García.

There are other versions of this legend that are heard in the south of Brasil, and there the plot is quite different.

This version of the leyend tells about a slave african child that had found miraculously a sheep that has lost from his herd in a stormy night. Nowadays, the little african shepherd is invoked by peasants of the region, when something is lost in order that the shepherd find it for them. The peasants light a candle for him to invoke his help.

The stamps shows a Painting from Silvia Segundo using the technique of acrylic on wood.

In the foreground of the painting the child african shepherd is shown, with wings and aureola of an angel, and embracing a sheep in his laps.

And in the background other animals are seen, a snake at shepherd's feet, some birds, and what it seems to be an armadillo.

Also, more deep in the foreground, some houses of a farm could be spot, and cultivated field showing signs of agriculture.

Finally, about Serafín J. García, he was born on June 5th, 1905, in Cañada Grande, in Treinta y Tres, Uruguay, and died in Montevideo, Uruguay, on April 29th, 1985.

His production was both in poetry and narrative, and mainly in native literature, although he write some books for childs too.

In fact, it was in children's literature in which he won an international award in Bolonia, Italia.


Stamp 2:

The main topic of the first stamp of the issue is the Legend: "La Flor de Ceibo", that in english means: "the flower of the Cockspur Coral Tree (Erythrina crista-galli), as told by uruguayan poet and dramaturgist Fernán Silva Valdés.

There are other versions of this legend that are heard in Argentina, and there the plot is quite different.

This version of the leyend tells about a beautiful indian women that after kissing the leaves of the Cockspur Coral Tree, its flowers turns to the red colour that now this flowers has.

The stamps shows a Painting from Silvia Segundo using the technique of oil and acrylic on canvas.

The painting is done as a mandala, in it, a beautiful indian women wearing her traditional clothes is sitting under a Cockspur Coral Tree, staring at it peacefully and in delight. And the face of the same woman is shown in orange-red colour as the, sunrise or sunset, sky of the painting.

In the hair of the woman face in the sky a feather is shown, more in an iconic than in a realistic fashion.

And also the fully flowered Cockspur Coral Tree shares with the woman the protagonism of the picture, and serves as a place of rest for many birds.

Finally, about Fernán Silva Valdés, he was born on October 15th, 1887, in Montevideo, Uruguay, and died also in Montevideo, Uruguay, on January 9th, 1975.

His production was both in poetry and dramaturgy, and also it works in music together with Gerardo Matos Rodríguez, known because of being the composer of the famous tango "La cumparsita".


FDC:

The Cancelation of the FDC includes in his design only an lighted candle in his candlestick, probably the ones that peasants light for the african child shepherd to find the things they have lost.

Also fire is present in the cancelation, as the candle is lighted.

And in a more symbolic way, hope could be infered by the design.
