A brief description of the Most Popular Topics of this Release are: Clearly Mathematics or Mathematicians as the Main Topic, and of course the wider ones that includes them that are Sciences, and Scientits, or even a wider Personalities, then going to more specific Topics, one could spot Uruguayan Mathematicians and Uruguayan Scientits, and inside this Topic, the Mathematician being honoured in this Issue that is Engineer José Luis Massera, and Italian born Uruguayan Mathematician who researched the Stability of Differential Equations, devloping New Notions of Stability, and Publishing Several Foundational Papers and  influential Textbooks on that Topic. His results on Periodic Differential Equations have been heavily cited and are referred to as Massera's theorem, and his work on the Converse to Lyapunov's Criterion is also influential, and contain the well known Massera's lemma. His textbook (Massera & Schäffer 1966) is also heavily cited.

Then, there are some Topics related with the personality of Engineer José Luis Massera, first, undoubtely the Engineering as it was his Proffesional career, and also Politics, in particular Left-Wing Politics, as he was part of the Communist Party, in which was elected Deputy in 1962 and reelected in 1966. After that he participated in the foundation of the Frente Amplio, Left-Wing Party that since 2005 was elected for National Goverment and succesively relected until present time.

Both Politics and Sciences were present during all his life. After being arrested on October of 1975 and tortured by the Uruguayan Militar Dictatorship, a broad and vigorous international campaign demanded his liberation constantly, leading to his freedom on March of 1984.  During the 80s and 90s participated actively in discussions with European and Latin American authors on the vitality of communism and the need to renew the Marxist doctrine and politics, besides implementing in Uruguay Development Program of Basic Sciences to stimulate production scientific, and participated in the founding work of the Sciences Faculty of the University of the Republic. In the second half of the 90s he focused completely on Politics task, organizing seminars on Marx at the Sorbonne, University of Paris X and other academic centers.

 During his career he received the title of Doctor Honoris Causa of the universities; La Sapienza (Rome), Humboldt (Berlin), Nice, of Puebla, Quito, Technic of Budapest, San Andres (Bolivia), Havana, UFRJ (Rio de Janeiro) and the University of the Republic (Uruguay).

Then, looking at the desing of the Issue, the focus of it is a Portrait Picture of Engineer José Luis Massera, by the Photographer Eduardo Collings, an Uruguayan Photographer specialized in Scientific Photography, accompanied by a Graphical Representation of a Function in X and Y Axis.

As Main Topic: Politics could be the more comprehensive one, and in the path of going to more specific ones, one could spot first Left Wing Political Parties, and then Communist Party, later reducing geographically, Uruguayan Communist Party, and finally the Sectional 20 of the Uruguayan Comunist Party, that is the one commemorated in this release, after being declared National Historic Landmark, to Preserve the Memory that this Sectional, 42 years ago, on April 17th of 1972, was Taken by Assault by more than 500 members of Militar, Police, and Paramilitary Forces, and eight Communist workers were cowardly Assassinated.

The eight Martyrs that were Executed in the Assault were: Luis Mendiola, José Abreu, José Sena, Elman Fernández, Héctor Cervelli, Ruben López, Ricardo González and Raúl Gancio.

Then, surrounding the main topic, could be found the followings: The first is Human Rights, and the Fight for Human Rights. Then, could be Criminality, in particular Government Criminality, and also Fascism and Government Terrorism.

This stamp commemorates the ten years of the foundation of the "Partido Independiente", the newest political party of Uruguay, with parliamentary representation, founded in 2003 and leadered by Pablo Mieres.

The stamp desing is very simple, as it only shows the party logotype, and the logotype built for it 10 years anniversary, all in the purple and yellow colours that represent this party.

The "Partido Independiente", "Independent Party" in English, is a social democratic and Christian humanist or Christian socialist political party of Uruguay. As already said, it is leadered by Pablo Mieres, who was one of its founders, and it presidential candidate in the 2004 national elections and in 2009 ones too.

Its goal is to build a third way away from the heterodox left-wing coalition "Frente Amplio" and the traditional right-wing parties as "Partido Colorado" and "Partido Nacional".

Inside this party coexist social democrats ideas, represented by Deputy Ivan Posada, and Christian Socialists ones, represented by its leader Pablo Mieres. The latter suggested that the party is located in the center-left of the political spectrum, although the Uruguayan population, and mostly or at least many of the political scientists identify the party as a center-right party.

The "Partido Independiente" participated in two national election, and in both get parliamentary representation. At the 2004 one, it won 1.89% of the popular vote, which gives it one seat in the Chamber of Deputies, which was occupied by Iván Posada, and none in the Senate. Then, At the 2009 election, it raised it popular vote to 2.49%, obtaining two seats in the Chamber of Deputies, that are being occupied by Iván Posada again and Daniel Radío, and none seats in the senate. This performance in the last two elections, made "Partido Independiente" the fourth largest party in Uruguay, and the smallest with parliamentary representation.


Block:

The block is only decorated with three circles to show the inks used in printing, and the legend of the party ten years anniversary "10 Años Partido Independiente".

An interesting information that is revealed by the ink colour circles, is that for the pringing of these stamps there were used the ink of each colour itself to produce the ones in the stamps, and not the usual strategy of producing all the colours as the combination of cyan, magenta, yellow, and black inks.

The desing of the First Day Cancelation, only shows the logotype made for the anniversary and the same legend printed in the block "10 Años Partido Independiente".

The "Partido Independiente", "Independent Party" in English, is a social democratic and Christian humanist or Christian socialist political party of Uruguay. As already said, it is leadered by Pablo Mieres, who was one of its founders, and it presidential candidate in the 2004 national elections and in 2009 ones too.

Its goal is to build a third way away from the heterodox left-wing coalition "Frente Amplio" and the traditional right-wing parties as "Partido Colorado" and "Partido Nacional".

Inside this party coexist social democrats ideas, represented by Deputy Ivan Posada, and Christian Socialists ones, represented by its leader Pablo Mieres. The latter suggested that the party is located in the center-left of the political spectrum, although the Uruguayan population, and mostly or at least many of the political scientists identify the party as a center-right party.

The "Partido Independiente" participated in two national election, and in both get parliamentary representation. At the 2004 one, it won 1.89% of the popular vote, which gives it one seat in the Chamber of Deputies, which was occupied by Iván Posada, and none in the Senate. Then, At the 2009 election, it raised it popular vote to 2.49%, obtaining two seats in the Chamber of Deputies, that are being occupied by Iván Posada again and Daniel Radío, and none seats in the senate. This performance in the last two elections, made "Partido Independiente" the fourth largest party in Uruguay, and the smallest with parliamentary representation.


Block:

The block is only decorated with three circles to show the inks used in printing, and the legend of the party ten years anniversary "10 Años Partido Independiente".

An interesting information that is revealed by the ink colour circles, is that for the pringing of these stamps there were used the ink of each colour itself to produce the ones in the stamps, and not the usual strategy of producing all the colours as the combination of cyan, magenta, yellow, and black inks.


FDC:

The desing of the First Day Cancelation, only shows the logotype made for the anniversary and the same legend printed in the block "10 Años Partido Independiente".
